Full Journal pdf2000-07-14 House Journal Page 3858 HB 420 The following letter, dated May 23, 2000, was received: "Dear Speaker Porter: On this date I have signed the following bill passed by the second session of the Twenty-first Alaska State Legislature and am transmitting the engrossed and enrolled copies to the Lieutenant Governor's Office for permanent filing: SENATE CS FOR CS FOR HOUSE BILL NO. 420(L&C) "An Act relating to tourism marketing contracts; and providing for an effective date." Chapter No. 78, SLA 2000 ¦Effective Date: See Chapterá This bill attempts to arbitrarily limit the timing and substance of the state's tourism marketing contracts with the qualified trade association awarded the contract. The timelines for FY 01 are, essentially, meaningless because the deadlines have either already passed or are easily being met by the Department of Community and Economic Development (DCED). In terms of the substance of the contract under negotiation, I am instructing the commissioner of DCED to proceed with due diligence. This bill in no way diminishes her responsibility to negotiate a contract to the level of detail necessary to provide administrative oversight to protect the best interests of the state.
